Get Involved! Apply for City of Bend Community Advisory Committees

Community committees are a great way to get involved with City government. The City has a number of Council-appointed boards, committees, commissions and advisory groups that make recommendations to City Council or City administrative staff. There are several openings coming up. Applications are being accepted for the Bend Economic Development Advisory Board, Budget Committee, Environment and Climate Committee, Human Rights and Equity Commission, the Neighborhood Leadership Alliance and the Planning Commission. Bend Economic Development Advisory Board

This group provides input to the Bend City Council on economic development and business issues and initiatives. The board seeks to provide broad representation from representatives of local key industries. Members work closely with the City’s economic development partners including the Chamber of Commerce, EDCO, Visit Bend, East Cascades Works, and the Small Business Development Center at COCC. Budget Committee

The committee is comprised of the six City Councilors and one Mayor and an equal number of community members.  The committee receives the City Manager’s proposed biennial budget and budget message which explains the proposed budget and significant changes in the City’s financial position.  The Budget Committee may make additions or changes to the proposed budget and will approve the document and forward it to City Council for adoption.  The primary meetings for the Budget Committee are generally held every other year in May before the beginning of each biennium period.  The next biennium period is 2023-2025.  Visit the Budget Committee webpage.

Environment and Climate Committee

This group provides input and recommendations to the City Council on topics related to environmental stewardship, oversees implementation of the Community Climate Action Plan (adopted in December 2019), and provides a venue for input and evaluation of City policies and actions relating to stewardship of natural resources and the environment. Human Rights and Equity Commission

This group will ensure historically marginalized and underrepresented people and communities in Bend have equal access to City programs and services, representation in City decision-making, and a venue to raise concerns and complaints about discrimination. Neighborhood Leadership Alliance

This group provides a direct and continuing means for neighborhood association constituent participation and input to the City Council from a neighborhood and community perspective. Visit the Neighborhood Alliance webpage: bendoregon.gov/nla.

The NLA is recruiting for a representative for the Southern Crossing Neighborhood Association to begin immediately. Those interested in applying for the committee should first verify that they live or own a business in Southern Crossing Neighborhood Association by using the online map found at bendoregon.gov/neighborhoods. Applications will be shared with the Neighborhood Association board for consideration. The Neighborhood Association board will follow up with applicants and provide their appointment recommendations to the Mayor and City Council. Planning Commission

This group is the appointed citizen body that provides recommendations to the City Council on land use policies; makes land use decisions on planning applications; and provides a public forum for community values, visioning and strategic thinking in long range planning.  Visit bendoregon.gov/planningcommission for more information.

Applicants can also come to City Hall, 710 NW Wall Street, Monday through Friday between 9 a.m. and 4 p.m. to fill out an application.  Please contact Robyn Jones to set up an appointment at 541-323-8575 or rojones@bendoregon.gov.

Applications are due by end of day, Oct. 31, 2022.

Appointments will be determined based on the Council’s availability and upcoming meeting agendas.

Stipends:

Earlier this summer, the Bend City Council approved the creation of a stipend program for City advisory board, committee and commission members. This will expand opportunities for community members to connect with the City and lower barriers to engagement. The program would provide members of permanent City advisory boards, committees, and commissions with a stipend of $40 per meeting, not to exceed $500 a year per person. This stipend covers assumed costs of volunteering on an advisory group such as travel, parking, stable internet connection and other expenses.

 

Bend City Council Approves Changes to Short Term Rental Rules

In a 6-0 unanimous vote, the Bend City Council approved code changes that increase the buffer between Short Term Rentals and provide flexibility for property owners.

Changes include increasing the buffer zone between permitted Short Term Rentals from 250 feet up to 500 feet in residential zones, as well as in portions of the Mixed Riverfront zone. The proposed changes would also allow Short Term Rental permit holders to rent out their properties as a long-term rental without losing their short-term rental license for up to three years.

These code changes were informed by results from a Short Term Rental property owner survey that was conducted earlier this year.

Based on the survey results, property owners were supportive of incentives to rent long term, including waiving the proof of use requirement to keep the Short Term Rental operating license. Currently, the Bend Development Code doesn’t allow a property owner to keep their Short Term Rental license if the property isn’t rented out as a Short Term Rental for more than 12 months.

Under the previous 250-foot buffer, 66% of residential zoned properties were eligible to become a Short Term Rental.

With the buffer increasing to 500 feet, the percentage of residential zoned properties that can qualify for a Short Term Rental permit is reduced to 46%.

The intent behind these changes is to address one of the Council’s 2021-23 biennium goals to “reduce regulatory barriers for housing development, with an emphasis on incentivizing rent and price restricted affordable housing, middle income housing, and housing that serves vulnerable community members.”

A second reading will take place on Oct. 19. Then, the new rules will take effect on Nov.18.

New Bus Routes Begin Construction in October

CET is constructing ADA-compliant bus stops in Bend

CET’s contractor, Cascades Civil Corps, is constructing ADA-Compliant bus stops in Bend through the month of October for new routes that will be operational in 2023, pending driver availability.

City of Bend Routes 8 and 9 Design and Implementation

CET is implementing two new routes in Bend in 2023 to expand public transportation services in Northeast and Southeast Bend. CET worked collaboratively with the City of Bend to design bus stop locations and hired Century West Engineering to design the bus stops and ensure ADA compliance. Funds to plan and implement the new routes are provided by the Statewide Transportation Improvement Fund. Estimated Project Timeline and Milestones:

March 2019: CET begins collaborating with City of Bend to develop route and stop locations and bus stop design elements

April 2021: CET hired Century West Engineering to develop bus stop designs
October 2021: CET Preliminary Bus Stop Designs  submitted to the City of Bend; City of Bend Accessibility Advisory Committee Presentation
November 2021: Public outreach initiatives for bus stop locations; presentations to Neighborhood Associations
December 2021: 60% bus stop design plans completed; presentations to Neighborhood Associations
February 2022: 100% bus stop designs submitted to the City of Bend for review
April 2022: Bus stop designs out to bid for construction
May 2022: Vendor selected to construct bus stops
