What You Need To Know Before You Sell

All homeowners in the city of Portland will now need a Home Energy Score before they list their home for sale


What Does It Mean??
Homes will be scored by professional energy assessors on a ten-point scale, with “1” indicating higher energy use, “5” indicating average energy use, and “10” indicating lower energy use. The score has been developed by the U.S. Department of Energy and is comparable to the miles-per-gallon ratings on cars: it conveys information about what a house’s estimated energy use and costs are, based on the physical characteristics (size, window types, insulation, roof materials, etc.) of the home, and its systems (heating, cooling, etc.). Like a miles-per-gallon rating, however, the actual energy usage and costs may vary based on occupant behavior.

In Portland, the seller will be required to hire an authorized Home Energy Assessor who is trained to perform home energy assessments according to the State of Oregon’s requirements. The average energy assessment is between $150-$250 and takes about 90 minutes to complete. The assessor will review numerous components of a home: windows, insulation, water heating, heating/cooling systems and more.

Key Points:
  • Required for all detached, attached homes, and townhomes including duplexes and "for sale by Owner"
  • (Most) condos, manufactured homes, and detached ADU's are exempt
  • Homes in foreclosure or involved in a trustee's sale are also exempt
  • Your score report is valid for 2 years
  • Score is based on construction type, insulation, systems, air leakage, and national average of number of persons living in a home of that size.
  • Score is NOT based on actual number of persons living there or actual utility costs.
  • Applies only to homes that are located in both the city of Portland and Multnomah county.
