This bill comes back after six months of private talks with legislative negotiators reaching an agreement on a major bill to accelerate the state's pace toward addressing climate change. The bill would establish in state law a "net zero" greenhouse gas emissions limit for 2050 and establish statewide emissions limits every five years over the next three decades.
As we all know, any building not built to net zero standards is going in the opposite direction from Massachusetts’ Climate Goals. Mandating the promulgation of a local option "net zero stretch energy code," including a definition of "net zero building," shifting responsibility for stretch energy code development to DOER, adding seats to the BBRS with energy expertise, writing environmental justice into MA law, along with providing funds for clean energy workforce development,will all give the building community the tools needed to ensure we design and build to net zero standards.
As an individual or company involved in the design, construction, maintenance and operation of buildings around the state, we encourage you to share your voice to the governor in getting his signature on this bill that provides a toolkit for meeting the Commonwealth’s goal of net zero emissions by 2050. Many of us are already designing, building and operating net zero buildings, today, that make sense for the economy as well as the environment. In 2019, our community advocated for creating a net zero stretch code, in 2020, we submitted a net zero stretch code proposal to the BBRS and now in 2021 we are encouraging the governor to sign this legislation.
