1 Billion People without Proof of Identity: New ID4D Global Dataset and Global Findex Findings

According to this year's World Bank Group’s ID4D Global Dataset, an estimated one billion people around the globe face challenges in proving who they are. They struggle to access basic services – including access to finance and even a mobile phone – and may miss out on important economic opportunities, such as formal employment or owning a registered business. The implications of “providing legal identity for all, including birth registration” go beyond individual rights and opportunities: being able to reliably verify the identities of their population is critical for countries to deliver services efficiently, strengthen their ability to raise revenues, and foster growth in the private sector. New Reports on Savings and Economic Impacts of ID on the Public and Private Sectors

Public Sector Savings and Revenue from Identification Systems 

Using the experiences of a handful of countries where data are available, this paper attempts to summarize existing case studies and build a framework for analyzing the potential fiscal benefits associated with investment in identification systems, including the features, mechanisms, and conditions that may generate (or limit) savings and revenue. In addition to aggregating existing knowledge and developing an analytical framework, this paper also provides a Guide for Practitioners with concrete steps to assist governments and other stakeholders when estimating expected savings and revenue from investment in identification systems. Private Sector Economic Impacts from Identification Systems

This paper is intended to begin filling this gap by providing a summary of existing evidence and an analytical framework to consider the cost savings and revenue generation opportunities that government-provided or recognized identification systems can create for the private sector. Building on the approach of World Bank’s Identification for Development companion paper Public Sector Savings and Revenue from Identification Systems, it highlights five key features of identification systems that are most impactful for the private sector, including digitization, unique id, integration and interoperability, queriability for verification and authentication, and public-private partnerships. View Report
