Dear Ward 3 residents,

The Takoma Park City Council has a regular public meeting this Wednesday, April 7. The meeting will begin at 6pm with a presentation of  the Fiscal Year 2022 Proposed Budget by City Manager Suzanne Ludlow. The meeting agenda is below.

As I mentioned in my email last week, the City Council will be considering the Takoma Junction Redevelopment Project starting this month. Information is below about Council meetings and Ward 3 meetings. I am scheduling ward meetings by neighborhood to allow for more specific discussion of neighborhood questions or concerns. Ward meetings will be:

  • April 8 (BF Gilbert & SS Carroll neighborhoods)
  • April 20 (WACO, Boyd Carroll, Circle Woods, Pinecrest neighborhoods)
  • April 22 (Poplar & Columbia Aves + Sycamore, Grant & Carroll Aves)

Takoma Junction Project

The Takoma Junction Redevelopment Project site plan has been going through the Montgomery County Development Review Process.

During April and May, the City Council will have several meetings to undertake our review process of the project plans. These include (all evening meetings):
  • Monday, April 12 -- Overview of project plans presented, followed by small-group discussions
  • Wednesday, April 14 -- Council Meeting with work session to discuss plans (public comment period as usual before meeting)
  • Wednesday, April 28 -- Public hearing on the project, followed by Council work session on project during Council Meeting
  • Wednesday, May 5 -- Council Meeting with vote on a resolution
I am also planning several Ward 3 resident meetings. I'm committed to reviewing this project carefully and want to hear from you. I have scheduled meetings by neighborhood to allow for more opportunities to have focused discussions on the aspects most important to different neighborhoods and to keep the groups smaller so we can have more meaningful conversations.

The ward meetings will be:
  • Thurs, April 8, 7-8:30pm -- BF Gilbert & SS Carroll Neighborhoods. This meeting will be before the April 12 presentation. My goal with this meeting is to hear from the neighborhoods closest to the project with questions and/or concerns prior to the start of the meetings. Register to attend here.

I also invite you to share your thoughts and questions about the project on this Ward 3 Feedback Form. Utilizing this form will help me organize everyone's comments and questions based on specific areas (i.e. building appearance, stormwater, etc) to better compile feedback and questions as I consider this project.
Tax Duplication: Please Take Action!

We need your help contacting Montgomery County Councilmembers to advocate for the County to address the ongoing issue of inadequate tax duplication rebates to the City of Takoma Park. This is important because it impacts City revenues and thus your tax dollars and the services the City can provide.

Residents pay County taxes for services that the City provides for us instead, and the City does not receive appropriate reimbursement from the County for these services. The City Council recently passed a resolution calling for the County to reimburse Takoma Park for the appropriate amount that residents pay to the County for services that are provided by the City instead.

Please contact our County Councilmembers and urge them to:
  • Amend the County Executive's FY22 budget to adjust municipal tax duplication payments for transportation, police, crossing guards, and park services (total more than $14M across all County municipalities)
  • Codify a consistent process and method to update the formulas for these categories
  • Urge the County Executive to begin negotiations on the formula for police and park maintenance services in the FY23 budget year

Other News & Information

COVID-19 Data Dashboard Updates
The COVID-19 Data Dashboard for Takoma Park has been updated with data for 4/2/2021:
  • 1,030 Takoma Park residents received first-doses of a vaccine in the last week and 788 new residents became fully vaccinated, bringing the City's first-dose vaccination total to 6,030 (34.1% of residents) and its fully vaccinated total to 2,908 (16.5% of residents).
  • There were 14 new cases in the last week, bringing the City's total to 1602 for a prevalence rate of 9.1%. March finished with 80 new cases, a slight decrease from February and a substantial decrease from January.
  • There were no new deaths reported in the 20912 zip code in the last week.

Estrellitas Montessori at 117 Elm -- Summer Program
Estrellitas Montessori School, which plans to open in the fall at the 117 Elm Ave (former John Nevins Andrews School) property, is planning to offer 6 weeks of summer school for ages 3-6 from June 21-July 30. See here for more information.

Sidewalk Poetry Contest Winners
Winners of the Takoma Park Sidewalk Poetry Contest have been selected. Winners include 10 children and 10 adults. There were more than 150 entries to the contest! Congratulations to the winners. You can learn more and read their poems here. The City of Takoma Park will stamp these poems into local sidewalks when new sidewalks are built or existing ones are repaired.

Crossroads Farmers Market to Open April 14
The Crossroads Farmers Market will open its 2021 season (their 15th season) on Wednesday, April 14 with slightly modified hours -- from 10:30am to 2:30pm. The market is located on Anne Street near University Boulevard.

Food Delivery Volunteers Needed -- April 12
Adventist Community Services in Takoma Park is in need of food delivery volunteers on Monday, April 12, at 1:30pm at the Franklin Apartments on Maple Ave (meet at the alley on the right side of the building and bring a hand-truck if you have one). Volunteers take food packages to apartment unit doors. There is typically no contact with residents.
