Easter greetings 
 
Vladimir Putin greeted Orthodox Christians and all citizens of Russia celebrating Easter Sunday.
President of Russia Vladimir Putin: Dear friends,
With great sincerity, I extend greetings to all Orthodox Christians on the day of Christ’s Resurrection, the great holiday of Easter.
I know that members of all religious denominations and followers of all traditional religions in Russia will join me in these greetings.
This year celebrations are being held under mandated restrictions. They are necessary to fight the spread of the coronavirus infection, a disease that is by now known throughout the world.
By joining efforts, together we are overcoming challenges as they emerge. And as I have repeatedly said, we have everything we need for this – a healthy and strong economy, scientific capabilities, the necessary material base and highly professional healthcare.
We are carefully monitoring the experience of foreign countries and are engaged in active cooperation with our foreign friends and colleagues. We are aware of what is going on and see the risks, and we know what needs to be done under any circumstance we might face. We are doing what is required, and in a pre-emptive manner.
True, all these steps to protect people’s lives and health and support the economy require vast additional resources and funds. We have them. And we are making use of them – thriftily, and selectively and with the main priority of helping people and families who have found themselves in a difficult situation.
Authorities on all levels are functioning in a streamlined, orderly manner and recognize the responsibility before them. The situation is under total control. Our society as a whole becomes united when confronted with a common threat.
I would like to again thank those who responded to the call of their hearts and lent a helping hand to their neighbours, to those who need it most. Thank you to all of you again. There is no doubt that we will overcome all the trials we are facing.
And today’s spiritual and joyous event and centuries-long Easter traditions will also provide the support each of us needs, while also strengthening our hope and faith. Because Easter and the Resurrection of Christ are tokens of the triumph of life over all its adversaries. It is a symbol of purification, revival and the continuity of life.
As the saying goes, God helps those who help themselves That is what we do. But on this brilliant holiday of Christ’s
Resurrection I feel the need to say – With God’s help, everything will be fine.

The first "Russian Seasons" were held in 2017 in Japan. The festival took place in Italy in 2018 and in Germany in 2019.

Telephone conversation with President of France Emmanuel Macron
 
Vladimir Putin had a telephone conversation with President of the French Republic Emmanuel Macron on the French side’s initiative.
The two presidents exchanged opinions on the situation concerning the spread of the coronavirus pandemic and informed each other about the measures being undertaken in Russia and France to minimise, among other things, unfavourable socioeconomic effects.
Emmanuel Macron expressed gratitude for the assistance with returning French nationals home as well as for help in creating conditions for the transit of medications and medical equipment across Russia to France.
The parties expressed their intent to preserve the dynamics in the development of bilateral cooperation and noted the importance of the contact established between the leaders of the two countries.
The possibility of organising a working meeting of leaders of the UN Security Council’s permanent members via videoconference was also discussed.
Other issues on the international agenda, including settlement of the internal Ukrainian conflict were also touched upon.

Telephone conversation with President of China Xi Jinping  

 
Vladimir Putin had a telephone conversation with President of the People's Republic of China Xi Jinping.
It was stressed during an in-depth discussion of the developments in the coronavirus pandemic that mutual support in countering this global threat is further evidence of the special nature of the Russian-Chinese comprehensive strategic partnership. The two leaders reaffirmed their commitment to further strengthening their cooperation in this area, including the exchange of experts and medical equipment, medicines and protective gear.
Vladimir Putin praised the consistent and effective actions of Russia’s Chinese partners, which helped stabilise the epidemiological situation in the country. He stressed that it was counterproductive to accuse China of releasing information to the global community on this dangerous infection in an untimely manner. The two leaders expressed confidence that the countries would be able to successfully overcome pandemic-related challenges if they continue to cooperate closely with each other.
The positive development of bilateral relations in general, including the continuous growth of mutual trade, was noted.
The leaders also touched upon current international issues. They agreed that Russia and China would further coordinate their diplomatic efforts.

Meeting of the Supreme Eurasian Economic Council
 
Vladimir Putin took part, via videoconference, in a meeting of the Supreme Eurasian Economic Council on measures to combat the coronavirus and support economic stability in the Eurasian Economic Union member states.
In the meeting also took part President of the Republic of Belarus Alexander Lukashenko, President of Kazakhstan Kassym-Jomart Tokayev, President of Kyrgyzstan Sooronbay Jeenbekov and Prime Minister of Armenia Nikol Pashinyan.
The Supreme Eurasian Economic Council adopted a joint statement on the meeting results.
The document emphasises the parties’ readiness to continue joint efforts to eliminate the negative consequences of the COVID-19 pandemic, and to maintain the current level of integration cooperation and further economic development of the EAEU member states.
Members of the Supreme Eurasian Economic Council urged all countries to support international cooperation, strengthen trust, stop armed conflicts, trade wars and unilateral financial and economic sanctions, and to strictly comply with international law.
The Joint Statement also says that the governments of the EAEU member states, national central banks and the Eurasian Economic Commission have been instructed to implement coordinated measures to prevent the spread of COVID-19, strengthen economic cooperation, maintain uninterrupted operations of domestic markets, including the food market, and support people and businesses in overcoming the negative impact of the COVID-19 pandemic.

Press release on Foreign Minister Sergey Lavrov’s telephone conversation with US Secretary of State Mike Pompeo 
 
On April 17, Russian Foreign Minister Sergey Lavrov talked by telephone with US Secretary of State Mike Pompeo.
As a follow-up on the telephone conversations between the Presidents of Russia and the United States on April 9, 10, 11 and 12, the heads of foreign policy departments continued to exchange views on the global situation caused by the coronavirus pandemic and the instability in world oil markets. Both sides confirmed their willingness to continue to coordinate actions in the interests of overcoming these acute challenges as soon as possible.
They also discussed issues of strategic stability, with Sergey Lavrov reiterating the Russian proposal to extend the New START Treaty, which expires in February 2021. He emphasised that Russia is ready to work on new nuclear weapons control agreements, but that it is still important to preserve the New START Treaty as the cornerstone of global security until they are developed, which will inevitably take time.
The parties agreed to intensify the Russian-American dialogue on arms control and non-proliferation. Sergey Lavrov emphasised the need to build it up, taking into account all the factors affecting strategic stability today.
Sergey Lavrov and Mike Pompeo agreed to cooperate closely in preparing for the summit meeting of the UN Security Council permanent members on a wide range of international security matters, which was initiated by the President of Russia and scheduled for later this year.
Sergey Lavrov reminded his counterpart of Russia’s proposals to resume the work of the US-Russia Working Group on Threats to and in the Use of Information and Communication Technologies, which was suspended by the previous US administration, and to intensify the counter-terrorism dialogue.
They also touched on other urgent international problems and issues on the bilateral agenda such as the repatriation of Russian citizens from the United States, including some stranded secondary school students participating in educational mobility programmes.

The Soyuz MS-15 spacecraft crew that undocked from Zvezda module on April 17, 2020, landed safely. All the descent and landing process went routinely, ‘Sarmaty’ (crew callsign) are fine.
Soyuz MS-15 crewed spacecraft has been part of the International Space Station since September 25, 2019. The crew have conducted several dozens of experiments from various scientific areas according to the Russian scientific program (medicine, space biology, biotechnology, physicaland chemical processes, etc.).
Oleg Skripochka and Jessica Meir spent 205 days in orbit, while Andrew Morgan’s flight lasted 272 days (arrived at the station aboard the Soyuz MS-13 spacecraft launching on July, 20 2019).
Currently, the ISS-63 long-term mission crew – Roscosmos cosmonauts Anatoly Ivanishin and Ivan Vagner and NASA astronaut Christopher Cassidy continue working at the station.
 
 
Question: You have already commented on Western claims that Russia is helping other countries for PR purposes. At home, people are also asking why we are helping the Americans that imposed sanctions on Russia, EU countries and others.  Why help other countries if it is possible to just keep it for ourselves?
Sergey Lavrov: First, President of Russia Vladimir Putin has already spoken on this issue. He mentioned the role played by military medical workers and virologists in countering the pandemic in Italy and Serbia. Our military virologists are also working in Bosnia. He emphasised that this is just a small part of existing army capabilities and if need be, they will be used in Russia on a much larger scale.
Why help? In the end, we have certain traditions, including spiritual ones. This issue was discussed not only as regards Italy and the US. Probably we should have said more about our assistance to all CIS countries. We are supplying them with test kits, respirators and many other things. We are also helping Abkhazia and South Ossetia. Now we have received additional requests from some of these countries and we are reviewing them. Not a single request from any CIS country, Abkhazia or South Ossetia will go unheeded.
<…> It came to our attention that 74 Russian school students had arrived in the US who knows how. Strictly speaking, we do know now, but they arrived in the US without the knowledge of the Russian authorities or anyone else but their families. This became known literally the other day. High school students arrived in the US under a program that is supervised by the Department of State since it created this programme. The Department of State and the families that provided them with accommodation for the internship period told us: “The programme is cancelled due to the coronavirus, take your children home.” The Embassy is trying to find out the details of all this. Some organisers of this programme have reported that a number of families asked these children to get out, to leave their houses. I would like to emphasise that the Foreign Ministry was informed of this several days ago. Nobody had told us before about this programme or that Russian school children are in a predicament. 
 
 
Russia will accept the US’s offer to provide ventilators to fight the coronavirus, should such need arise

Sergey Lavrov: Basically, what the WHO has done and when is well known. The statistics are available. I believe that anyone who studies the chronology of its actions, statements and specific decisions will be convinced that the WHO was efficient. Moreover, the fact that the WHO has played and continues to play a major coordinating role in countering the pandemic is reflected in the recently adopted consensus resolution of the UN General Assembly and the final declaration of the G20 extraordinary summit. In both cases, the United States supported the consensus documents. We can only assume that this is their official position.
I would certainly warn everyone against any attempt to politicise the coronavirus issue. Meanwhile, such attempts are not limited to the role of the WHO. Accusations are also being leveled against various countries. I would concentrate today on specific steps to curb the pandemic and its spread and reduce the damage to a minimum, primarily the health and lives of people. Later, we will be able to analyse the lessons of the “campaign,” the mistakes and the role of multilateral institutions.
One more statement about the WHO: when talking about its actions, let’s not forget that the United States is its biggest financial contributor, and as such always has priority representation in the structures and secretariats of international organisations. Most of the WHO’s key posts are held by Americans. They are certainly specialists and make well-considered professional decisions.

 Deputy Foreign Minister Sergey Ryabkov’s interview to the TASS agency  
 
Washington’s refusal to engage in dialogue with Moscow on no first placement of weapons in outer space may mean that the United States has embarked on the deployment of strike systems in outer space. This was announced on Thursday to TASS by Deputy Foreign Minister of Russia Sergey Ryabkov, commenting on US allegations that the Russian Federation allegedly conducted an anti-satellite missile test.  "If the United States rejects this proposal, the natural conclusion that we draw is that they headed for the creation of attack systems for deployment in outer space. There is no other logical conclusion from this position of their denial," Ryabkov said. We, by the way, have many reasons to be concerned about the activities that the US is conducting in outer space, about their plans, including plans to deploy elements of a missile defense system in space. "
The deputy foreign minister stressed that the Americans continue to stubbornly ignore the proposals of the Russian Federation to focus on creating an international legal framework to prevent an arms race in outer space. In this regard, Moscow calls on Washington not to invent pretexts for ignoring Russia's proposals to not be the first to place weapons in space.
“They [the USA] have recently made it a rule to demagogically challenge the justifiability of our idea of accepting not only legally binding agreements in this area, but also the adoption by them, that is, of states, of a political obligation to not be the first to deploy weapons in space. I would like to call on my colleagues in Washington, not to glance over the surface of our proposals, inventing pretexts for ignoring them, but at least for a moment to think what is the meaning of these ideas. We are talking about no first placement of weapons in space "- said a senior diplomat. 
According to Ryabkov, if the United States is serious about this topic, then Moscow will again invite Washington to the negotiating table. “To exchange rhetorical reproaches, to find some reasons, pretexts, clues in order to promote their own propaganda, which is already very boring to many, probably is not worthwhile in this situation. Nevertheless, we are talking about rather serious problems and issues that are of key importance for maintaining strategic stability, "the deputy minister concluded.

Comment by the Information and Press Department on the buildup of US military activity around Venezuela under the pretext of blocking drug trafficking channels

We have to revisit the issue of the US blockade around Venezuela, which is ostensibly aimed at blocking drug trafficking from that country.
Our analysis makes it clear that Washington’s accusations and grievances against Caracas are false. We believe they do not correspond to reality in any way and hardly match the conclusions and assessments of relevant UN agencies.
<…>We believe that mutual aid and solidarity rather than the deployment of squadrons and saber-rattling must become the foundation of international cooperation in this difficult time.
 
Comment by the Information and Press Department on the US Department of State’s “selective” approaches to extending the list of foreign terrorist organisations

We have noted a new report by the Anti-Defamation League, a US-based human rights NGO, and George Washington University entitled “White Supremacist Terror: Modernising our Approach to Today’s Threat.” The conclusions of these experts, who ventured to make recommendations – also on designating organisations as foreign terrorist groups – as well as official Washington’s reaction to them has made us once again wonder what America is really guided by while shamelessly using its self-proclaimed right to impose sanctions under the flag of the fight against global terrorism and extremism.
The report clearly states the problem of the escalation of right-wing extremism, xenophobic violence and racial hatred in the United States as one of the largest modern domestic security threats. However, Washington has not responded with a clear solution to this complex new challenge.
As it is, the need for a new take on right-wing radicalism, which is increasingly becoming a global threat, and now highlighted by experts, is beyond doubt. We emphasise that for many years, Russia has promoted at various international venues widespread all-inclusive international cooperation in the prevention of and counteraction to extremism in all its forms and manifestations, has put this issue on the global anti-terrorist agenda, and has held a consistent position against the glorification of Nazism in the UN.
Yet, while noting the obvious gaps in US anti-extremist laws and practices, Anti-Defamation League experts seem to believe that the first priority should be to study the local right-wing racists and extremists’ “external relationships” and designate the relevant foreign organisations as terrorists to effectively prosecute any American supporters of such groups.
Leaving aside the question of how justified this approach is, we must note that the foremost group the experts pointed out for inclusion in the State Department’s terrorist registry is the odious Azov Battalion, engaged in the recruitment of militants in the US and having “well-documented ties” with American racist associations. It is this Ukrainian group, the report says, that is the most obvious threat and fully meets the criteria for designation as a foreign terrorist organisation (the Estonian ultra-right group Feuerkrieg Division, which has many US members, is also mentioned in the same context, as well as some others).
Unfortunately, as far as we can see, a different approach prevails in Washington, predictably involving informational and political manipulation and the US’ notorious double standards.

The interim results of the work of Russian military specialists who arrived to fight the coronavirus were summed up in Italy
 
Major General Sergey Kikot, Deputy chief of the Russian Armed Forces NBC protection troops, who heads a group of Russian military specialists assisting Italy in the fight against the spread of coronavirus infection, summarizing the interim results of the work of medical and nursing teams at the field hospital in Bergamo, said that "since the beginning of work, 54 patients have been accepted for treatment, 39 of them are still being treated, 15 people have recovered and have already been discharged from the hospital."
"Special attention is paid to preserving the health of our military personnel when performing their tasks. To conduct tests to detect possible infection with coronavirus infection, the laboratory of a multifunctional mobile complex is involved, " Major General Sergey Kikot said.
On the eve the Russian military specialists, together with the military personnel of NBC protection division of the Italian Armed Forces, carried out disinfection in homes for the elderly in three boarding houses in the cities of Grumello-Del-Monte and Castelli-Calepio (Lombardy region, Republic of Italy).
In total, Russian military doctors-epidemiologists and specialists of NBC protection troops of Russian Defence Ministry, together with Italian military specialists, carried out complete disinfection of boarding houses for the elderly in 60 localities in Lombardy. 66 buildings and structures, more than 600 thousand square meters of internal premises and more than 77 thousand square meters of paved roads were processed.
Crews of mobile aerosol disinfection systems and auto-filling stations are involved in anti-epidemic measures on a daily basis.
 
Russian military doctors started treating patients in the newly opened therapeutic department of the Bergamo field hospital
 
"I must say that the activities of your specialists are highly qualified. A few days ago, we activated the therapists, they started working very well, and we hope that they will be able to help patients with a lower degree of severity of the disease than those who are in intensive care, which are under the supervision of your specialists," said the head of the field hospital of Bergamo, Oliviero Valotti.International teams include anesthetists, general practitioners, epidemiologists, and nurses. In addition to medical specialists, Russian military interpreters are on duty in each team to help Russian doctors communicate with their patients and Italian colleagues.<…>

Embassy comment on the Pentagon’s accusations against Russia of disinformation about the Covid19 pandemic 
We urge the U.S. Department of Defense (DoD) to direct all its efforts to the fight against coronavirus infection. First of all within their own ranks. We sincerely wish for immediate recovery to all infected US soldiers and their family members.
It is ridiculous to blame Sputnik and RT. US troops for sure do not watch or read them. If they don’t wash their hands, then this is definitely not the fault of the Russian media.
Journalists do their job - inform the audience about what is happening. But the Pentagon’s attacks can be seen by far as a factor that affects the safety of Russian press in the U.S. HumanRights organizations should pay attention to this.
Russia and the United States regularly exchange information on pandemics at the highest level. No one is interested in escalating an already difficult situation. In these conditions, frantic Russophobia persists in American mainstream media, obtaining inaccurate information from such a briefings by the Pentagon and the U.S. Department of State. Such irresponsibility is regrettable and repulsive.
Russia will continue to provide all possible assistance to those countries that are ready to accept it. We also accept and will continue to accept the necessary help from our friends.
This is an example to follow, and not a reason to slander. Our specialists risk their health at the epicenter of the disease saving lives abroad. A number of other states are doing the same thing sending their doctors and equipment to those in need.
It is time to realize that only by joining our efforts we can overcome a common trouble. And only afterwards it will be possible to shoot blockbusters about someone's leadership in this struggle.
 
Russia remains true to its international commitments
 
Russia remains true to its international commitments none of which is jeopardized by the upcoming constitutional reform, the country’s Ambassador to the United States Anatoly Antonov told reporters.
“All the Russian obligations under international law, including those deriving from its international treaties, remain effective and are not subject to revision,” Antonov said addressing concerns that arms control agreements or international contracts may be affected.
He said that the amendment “in no way” alters Article 15 of the Constitution which states that Russia shall apply rules of its international treaties if they contradict domestic legislation.
“This amendment provides that any decisions of interstate bodies adopted on interpretation of an international treaty of the Russian Federation that contradict the Constitution, as well as any decisions of foreign or international courts and arbitration panels, shall not be executed,” the ambassador explained. “The Constitutional court of the Russian Federation will receive the competence to define the possibilities to execute such judicial decisions."
Antonov argued the novelty is consistent with foreign legal practices
“For instance, despite not being directly set forth in the US Constitution, such provisions are found in the American judicial precedents – in the court rulings Medellin v. Texas, 2008; Reid v. Covert, 1956-1957. Such norms are incorporated in the constitutional law of other countries - Austria, Finland, Georgia, Germany, Italy, Republic of South Africa, United Kingdom,” Antonov said.
The constitutional amendment will be put to a popular vote in Russia. It was initially scheduled for late April but postponed until after the coronavirus outbreak.

Question: How did Washington respond to the demolition of the monument to the Soviet Marshal in Prague?
Anatoly Antonov: We paid attention to the support of the demolition of the monument to Ivan Konev by the House Committee on Foreign Affairs. We have long noted problems with historical truth in the US mainstream media and among anti-Russian politicians in the Capitol. They clearly forgot that the Soviet marshal was Chief Commander of the Legion of Merit. The troops under his command freed Auschwitz. One of the U.S. ambassadors to Europe already attributed this merit to the U.S. army in January.
Washington prefers not to notice the destruction of monuments to Soviet soldiers who died in battles with the Nazis in Poland. Such silence encourages public heroization by revanchists in Ukraine and the Baltic countries of those who helped the Nazis to commit Holocaust crimes and carried out other acts of genocide.

Question: How, in your opinion, should the United States react?
Anatoly Antonov: Of course, we would prefer that the United States and Russia condemn the actions of the Prague authorities. Even better was to prevent this actions. After all, the decision to dismantle the memorial was made back in 2019, and was implemented only now - in the midst of the coronavirus pandemic. Moreover, the demolition was accompanied by cynical trolling (“the monument did not have a mask”) of its initiator. This person involved - Ondřej Kolář got his education in the West, incl. in the US, which explains what happened. 30 years after the collapse of socialism in Eastern Europe, a new generation grew up who was not told at school who and at what cost saved entire nations from Nazi destruction. It was this generation that began to mockingly destroy the monuments.
The opinion of Czech veterans of World War II was ignored. The Czech Foreign Ministry is now forced to deny the obvious - that the bilateral Treaty of Friendship and Cooperation of 1993, which protects military monuments, has been violated.
Question: Czech sources mentioned the negative role of the US company Squire Patton Boggs in the demolition case.
Anatoly Antonov: According to the opponents of the liquidation of the memorial, a report substantiating the decision was prepared by the American company Squire Patton Boggs. The Washington office of the company did not respond to our requests. Apparently, they have something to hide. We hope that the truth and degree of complicity of this company in vandalism will be established. <…>

Re “Alexei Botyan, 103, Soviet Spy Hailed as ‘Hero,’ Just Not by the Poles or Historians” (obituary, March 12):
You try to question the battle merits of the Soviet World War II hero Alexei Botyan, presenting them as a myth. Mr. Botyan saved not only Krakow. He and the Red Army saved the Polish nation.
Mr. Botyan said in one of his last interviews:
“Several groups took part in saving Krakow. Both mine and the one led by Yevgeny Bereznyak. We had the only task: secure rapid advance of the Soviet troops to Krakow.
“Its saving is the most important achievement of my life.
“The Soviet Union not only helped liberate Poland, preserve its rich culture and traditions, but also restored its economy. Hitler sought to turn all inhabitants of the occupied Polish territories into slaves. Those who were not fit for these goals were planned for extermination. Such things should be remembered.
“The 75th anniversary of our Great Victory shared with other nations will be celebrated soon. We must shield it from all kinds of lies.”
