Association Solves Bureaucratic Gridlock in Darlington County

MHISC members reported Darlington County had a long-standing policy of not assigning new physical addresses until the purchase of a new manufactured home had been closed. But many lenders and federal agencies will not allow a loan to close until a physical address has been assigned.

MHISC gathered feedback from area retailers and opened talks with the county, eventually finding an understanding ear with the County Development Services Director. She listened carefully to the feedback and agreed the county’s ordinance, which required the address issuance be after the closing, must change.

MHISC staff worked alongside the Development Services Director to draft the new ordinance and plead on its behalf to both the county planning commission and the county council. After a process which took several months, the new ordinance was finally passed by the county council in early November.
